They failed to keep God's covenant and refused to live by His law.

Exodus 16:28
Then the LORD said to Moses, "How long will you refuse to keep My commandments and instructions?

Exodus 19:5
Now if you will indeed obey My voice and keep My covenant, you will be My treasured possession out of all the nations--for the whole earth is Mine.

So the anger of the LORD burned against Israel, and He said, "Because this nation has transgressed the covenant I laid down for their fathers and has not heeded My voice,
